The rule
Your French tax refund form must be validated in the last EU country you visit before leaving the European Union.
You leave the EU from France (direct flight Paris to New York, border crossing into Switzerland): validate in France, at a PABLO kiosk.
You visit another EU country after France (flight Paris to Rome, then Rome to Tokyo): validation happens in that last country. The procedure changes.
Case by case
Direct return to Switzerland from France
Switzerland is not in the EU. France is your last EU country.

Direct flight from France to a non-EU country
Paris → New York, Lyon → Istanbul, Nice → London.

Short layover in another EU airport (under 3 hours)
Paris → Amsterdam → New York, with a 2-hour layover in Amsterdam.

Long layover in another EU airport (3 hours or more)
Paris → Madrid → Buenos Aires, with a 5-hour layover in Madrid. Two situations:
You have access to your goods and the customs desk → You must get your form stamped by Spanish customs.
You don't have access to the customs desk or your goods → Scan at the PABLO kiosk in France before departure.
Visiting multiple EU countries after France
Paris → Rome → Athens → New York.
Your last EU country is Greece. → Get your form stamped by Greek customs at Athens airport.
The stamp problem
PABLO kiosks exist only in France. Customs in other EU countries cannot scan your French barcode. They use a physical rubber stamp on a printed form.
What this means for you
1. Print your form before leaving France. If you know you'll transit through another EU country, prepare the paper version. A barcode on a smartphone screen cannot be stamped.
2. Get the form stamped at the last EU airport. Find the customs office and ask for a "détaxe" or "tax refund" stamp.
3. Photograph the stamped form and send it to your operator. This is the only way to get a refund after a stamp.
Never drop your stamped form in a mailbox at the airport. Those mailboxes belong to other operators. Your form will be lost. Photograph it and send the photo through your operator's app.

FAQ
Can I validate in France even if I'm transiting through another EU country? Yes, if your layover lasts under 3 hours, or if you don't have access to the customs desk or your goods during the layover.

Does a stamp from another country trigger the refund automatically? No. A PABLO scan triggers the refund on its own. A stamp does not. You must photograph the stamped form and send the photo to your operator. The operator processes the refund after verification.
The customs office at my transit airport refused to stamp. What do I do? Uncommon, but it happens when the office is closed. Contact your operator with your travel evidence (tickets, boarding passes). Your operator reviews each case.
I crossed the Swiss border without scanning. Can I still validate? Yes, as long as the form hasn't expired (3 months). Pass through a French border post with a PABLO kiosk, or use a French airport on a future trip.
